As Nokia’s recently-appointed head of Smart Devices, Harlow is tasked with overseeing the Finnish giant’s transition from its homegrown Symbian platform to Microsoft’s Windows Phone operating system.</p>

<p>Since its February announcement, the Nokia-Microsoft tie-up has been one of the most closely scrutinized partnerships in the wireless industry. The future of Nokia and, to a certain extent, of Microsoft’s mobile ambitions largely hinges on the success of the two companies’ alliance.</p>
<p>Harlow, who is based in the UK but travels often to the U.S. and Nokia’s Finland offices, doesn’t deny that her new post is characterized by hard work and long hours. But she says she regards Nokia’s current “cultural transition” as a “huge opportunity”. “It’s very exciting to be in this place right now,” said Harlow in an interview during a quick trip to New York. “It’s one of the most exciting jobs in the industry.”<span id="more-863"></span></p>
<p>One reason for Harlow’s optimism may be that she is running ahead of schedule. In a May 24 press event, Andy Lees, the President of Microsoft’s Mobile Communication Business, said several Nokia devices were already running Mango, the latest version of Windows Phone software.</p>
<p>Nokia’s new Chief Executive, Stephen Elop, often jokes about the pressure he has placed on Harlow to deliver a Nokia Windows Phone before the end of the year. Harlow declined to confirm that Nokia will launch a Windows Phone device in 2011 but hinted that the deadline will be met. “I’m quite pleased with our progress,” said Harlow. “Our target is absolutely still this year…and the target looks good.”</p>
<p>That target won’t be a single phone, either. Harlow says the first batch of Nokia Windows Phones will be a “small portfolio” of multiple devices.</p>
<p>There has been speculation that those early devices will largely resemble current Nokia (Symbian) phones, in part because of the time crunch and in part because soon after its February announcement Nokia released design renderings that appeared similar to existing Nokia phones. Harlow, however, says those early renderings are “not characteristic” of the first Windows Phone devices Nokia will release. “One of the differentiations we intend to bring to the Windows Phone platform is hardware innovation,” said Harlow. “You will see that in our first devices and our future devices.”</p>
<p>That differentiation may extend to more capable processors. To date, Nokia has avoided the trend of packing a lot of horsepower into mobile devices. Harlow said that will likely change, in both Nokia’s Windows Phone and its Symbian handsets. While she cautioned that dual-core processors need to be integrated carefully into phones to maximize performance and preserve battery life, she said such upgrades are “directionally the kind of investment in performance Nokia is looking to bring [to its devices].”</p>
<p>The wireless communication technology NFC (Near Field Communication) is another area Nokia is eying for both Symbian and Windows Phones. Nokia was an early advocate for NFC, which enables phones to wirelessly exchange data such as payment information, mobile tickets, business card contacts and website links. Harlow said Nokia is helping operators build NFC reader systems and developing a portfolio of products that include NFC capability.</p>
<p>Early Nokia Windows Phones may also include a China-specific device. Harlow says Nokia’s Windows Phone efforts are concentrated in four sites around the world: San Diego, where Nokia has a large research &amp; development center; Beijing and two Finnish cities. Beijing was selected because Nokia is developing Windows Phones for Chinese carriers and needs to be able to test the devices in their native markets, Harlow explained.</p>
<p>The China opportunity may hasten the debut of a Nokia CDMA phone. In recent years, Nokia has not offered a handset compatible with this wireless technology, which is popular in the U.S. and parts of China and Africa. (One exception was the Nokia Twist at Verizon Wireless, which launched in 2009 but did not sell well.) Instead, Nokia has preferred to aim its attention at the more widespread GSM technology. But Elop has said Nokia is willing to make CDMA phones to broaden its market. Harlow calls CDMA an “important opportunity for Nokia to exploit.” “We’re working in that direction,” she added.</p>
<p>Tablets, in contrast, don’t appear to be on Nokia’s short list for its first Windows Phone portfolio. Elop has spoken previously about Nokia’s need to do something unique if it comes out with a tablet, given the crush of competition from other phone and PC makers. Regarding tablets, Harlow concurred, adding, “The focus of our work [in tablets] is in looking to bring true differentiation to that category.”</p>

			<content:encoded><![CDATA[<p>In the fast-paced world of smartphones, Nokia is currently regarded as a laggard. Its latest smartphones, which run on its long-established Symbian operating system, aren’t competitive with the industry’s highest-end devices and its highly anticipated Microsoft-powered smartphones are still in development.</p>
<p>Nokia has been working behind the scenes on its Microsoft smartphone partnership, however, and issued a press release Thursday to detail its efforts.</p>
<p>As the release notes, the pact is consistent with the terms both companies have been describing since their original February 11 announcement. The April 21 document simply represents the “definitive agreement” between Nokia and Microsoft on these matters.<span id="more-859"></span></p>
<p>As previously stated, both companies will furnish assets to establish what they call a new global mobile ecosystem and will compensate each other for those resources. Microsoft’s payments to Nokia will cover intellectual property contributions including Nokia’s mapping, navigation and other location-based services and will consist of “billions of dollars”. Nokia’s payout to Microsoft will be “competitive” and in the form of a running royalty for the use of the Windows Phone operating system.</p>
<p>The release’s most revealing section concerns an update on the progress of the new Nokia-Microsoft smartphones. “Significant progress” has been made on a “portfolio” of new Nokia/Windows Phone devices, according to the companies. Tellingly, no target date was provided for the debut of the first Nokia Windows Phone handsets, which are widely believed to arrive before the end of the year. Instead, the release simply states that the devices will be available in volume in 2012 — a repeat of what Nokia has been saying for months.</p>
<p>The release also says the project has the attention of “hundreds of personnel” and has extended to the all-important apps and services area. Nokia has started porting “key applications and services” to the new platform, and both companies are collaborating with outside developers to create compatible apps. Nokia developers will be able to register for free as Windows Phone developers and Nokia will open a new, Nokia-branded global app store, based on Microsoft’s Windows Marketplace infrastructure, that serves all its devices (Windows Phone, Symbian and Series 40).</p>
<p>The crucial next stage is to convince carriers to offer and support the new handsets, particularly since the smartphone market is already crowded with a glut of devices powered by rival operating systems. The press release notes that Nokia and Microsoft are now ready to begin talks with operators and other partners, having gotten this “definitive agreement” squared away.</p>

			<content:encoded><![CDATA[<p>Nokia has hinted that its first Windows phone may arrive before the year is out. Nokia is “on-schedule to deliver volume shipments in 2012, although the pressure is on for first delivery in 2011,” Nokia’s chief development officer Kai Oistamo and Microsoft mobile exec Andy Lees wrote in a blog post today, reinforcing a similar suggestion made by the company at Mobile World Congress earlier this year.</p>
<p>“We’ve moved from intent to agreement in such a short period. Actually it’s even faster than we expected,” they added. Nokia said its forthcoming Windows phones would offer “unique innovation and differentiation across hardware, software and services.”</p>
<p>Nokia also announced a “definitive agreement” with Microsoft on a partnership it announced last February to run Windows Phone 7 on its future smartphone handsets. The news gave its shares a boost of 2.2% on the Nasdaq OMX exchange; see Elizabeth Woyke’s post today for more details on the agreement.<span id="more-857"></span></p>
<p>The news offered some relief to investors amid Nokia’s first quarter results: its market share fell by 4% to 29% from last year as the handset giant was squeezed by high-end competition from Android and the iPhone (which saw sales double), and cheaper rivals. Its profits for the quarter fell 1% to 344 million euros ($500 million), though they beat expectations, and operating margins fell to 6.8% from 8.6%. CEO Stephen Elop also expects “a more challenging second quarter.”</p>
<p>On the upside, Oistamo and Lees added that the number of Windows Phone apps submitted on a daily basis had almost doubled, suggesting developers were becoming more interested in designing for the new Windows platform. Nokia and Microsoft, they said, would aim to go “beyond the usual pairing of phone hardware with software.”</p>
<p>Nokia’s employees have already been seen carrying Windows Phone devices alongside their Nokia handsets, with some trialling prototypes that run the platform on Nokia phones, according to All Things Digital.  Click here for photos of a few Windows concept phones from Nokia.</p>
<p>Nokia is moving away from a longstanding reliance on its flagship Symbian mobile platform, which has struggled to compete with the intuitive user interfaces of Android-powered devices or Apple’s iPhone. Nokia will be moving its focus back into hardware as it adopts Microsoft’s platform and is set to push through some of the steepest job cuts in two decades. Bloomberg reported earlier this month that it would cut as many as 6,000 jobs, many in research and development.</p>

Bing will power Nokia’s search services across Nokia devices and services, giving customers access to Bing’s next generation search capabilities. Microsoft adCenter will provide search advertising services on Nokia’s line of devices and services.</p>
<p>Nokia will transition Symbian but says it expects to ship more than 150 million devices based on the the Symbian, while stoping short of committing to a complete sunset date.<br />
Nokia will support MeeGo as an open source initiative and expects to ship one MeeGo device in 2011, but my take here made it feel like the MeeGo effort more as a science experiment, than a product strategy.<span id="more-855"></span></p>
<p>Clearly, this is a big win for Microsoft. For Nokia? No so much. At least for some period, Nokia is going to support three OS’s platforms.</p>
<p>Nokia also renamed its Executive Board as its new Leadership Team, consisting of executives including Mary McDowell and Niklas Savander. The company is also changing its structure: from April 1 it will divide itself into two  business units: Smart Devices and Mobile Phones, with the former focusing on high-end smartphones and the latter, mass-market mobile phones.</p>
